BBC Gaza Documentary Considered a 'Major' Infringement of Broadcasting Standards, States Ofcom

The public service broadcaster engaged in a "significant breach" of industry standards by omitting to mention that the voice of a documentary about the Gaza situation was the child of a Hamas official, according to regulatory body Ofcom.

An probe by the broadcasting watchdog into the documentary titled Gaza: How to Survive a Warzone has found that the programme was "materially misleading".

The head of the BBC had previously apologised, stating there had been "a serious error in relation to accuracy".

The regulator has directed the broadcaster to air a evening statement about its findings.

"As this represents a major infringement of our regulations, we are instructing the corporation to transmit a statement of our findings against it on BBC2 at nine o'clock in the evening, with a timing to be determined," it said.

'Potential to Undermine Trust'

The watchdog's report declared: "Our probe determined that the programme's omission to reveal that the voice's male guardian held a role in the Hamas-run authority was substantially inaccurate.

"Consequently that the public did not have vital facts which may have been very significant to their judgment of the narrator and the content he presented.

"Credibility is at the center of the bond between a media organization and its audience, especially for a public service broadcaster such as the public broadcaster.

"This error had the possibility to damage the significantly high levels of trust that viewers would have placed in a BBC factual programme about the Gaza conflict."

The film was withdrawn from the BBC's streaming service in last February after the presenter's family links emerged, and in the month of July an corporation's own inquiry found it infringed the corporation's journalistic standards on truthfulness.

A BBC spokesperson said: "The Ofcom ruling is in line with the findings of the corporation's inquiry, that there was a significant failing in the programme in relation to the corporation's content standards on factual correctness, which corresponds to regulation 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we comply with the authority's determination in full. We will adhere to the directive as soon as the schedule and language are finalised."
